What you are building is not really the you commonly know as capacitive touch panel (which works by altering the frequency of a resonant circuit by changing capacity).

AFAIK the thing that makes the transistors conduct when touching the base is interference the body picks up (mostly the 50/60Hz of mains power). Put your other hand near powered devices while touching the pads with the other hand. The LEDs should light up more. So you need to add an antenna to your mouse!
